On May 21, the Guangzhou Baiyun District Xinshi Street Comprehensive Elderly Care Service Center (Yikang Center) was officially opened and put into operation at Guangdong Pharmaceutical University Guangzhou Fosun Chancheng Hospital (Guangzhou Xinshi Hospital).As the first Yikang Center in Baiyun District to be operated and managed by a tertiary general hospital, the center leverages the resources and strengths of the tertiary hospital to provide a one-stop "elderly care-medical-rehabilitation" service for seniors in the area, focusing on addressing their care challenges.
The opening ceremony was attended by Jin Di, Director of the Baiyun District Civil Affairs Bureau; Li Junmin, Secretary of the Xinshi Sub-district Party Working Committee; Dai Gangyuan, Deputy Secretary of the Committee; Weng Wenfeng, Director of the Community Health Service Center; leaders from various neighborhood committees in Xinshi Street; Tan Minghua, President of Guangdong Pharmaceutical University Guangzhou Fosun Chancheng Hospital (Guangzhou Xinshi Hospital); and other members of the hospital's leadership team.

President Tan Minghua explained that unlike other Yikang Centers, the Xinshi Street Yikang Center not only offers specialized services such as daytime care and dementia care for the elderly but also adopts an innovative "government supervision + hospital trusteeship" model. This enables direct access to the hospital’s expert teams, medical resources, and emergency green channels, ensuring 24/7 health monitoring and immediate medical response.
Innovation: Hospital + Elderly Care Center, Pioneering a New Model of Integrated Medical and Elderly Care
In 2021, Baiyun District included the construction of Elderly Care Centers (Yikang Centers) as one of its top ten livelihood projects. The District Civil Affairs Bureau set clear goals and tasks, coordinating the establishment of 24 Yikang Centers across towns and streets and introducing high-quality elderly care enterprises for joint operations. After four years of development, each Yikang Center in the district has developed its own unique strengths and highlights.
By the end of 2024, Guangdong Pharmaceutical University Guangzhou Fosun Chancheng Hospital (Guangzhou Xinshi Hospital) successfully won the bid for the Xinshi Yikang Center project. Under the careful guidance of the Baiyun District Civil Affairs Bureau and Xinshi Sub-district Office, the center underwent nearly six months of upgrades and renovations, finally reopening in May 2025.
As the first Yikang Center in Baiyun District operated and managed by a tertiary general hospital, the Xinshi Street Yikang Center is a comprehensive elderly care service facility integrating medical care, rehabilitation, nursing, and elderly support. Its greatest advantage lies in leveraging its well-established "medical-elderly care integration" home-based elderly care service system and its strategic location within a tertiary general hospital, providing seniors with "one-stop" professional care.

For instance, if an elderly resident encounters a medical emergency such as a heart attack or stroke that requires rapid intervention, or needs professional rehabilitation support—such as postoperative recovery, cognitive impairment care, or long-term hemodialysis—the center can facilitate effective treatment and rehabilitation within the hospital through its green medical channel. This eliminates the need for families and seniors to travel repeatedly for care.
President Tan Minghua stated, "The Xinshi Street Yikang Center can be regarded as an upgraded version of elderly care centers in the district. Beyond basic services such as full-day care, daycare, home-based services, and senior meal programs, it strengthens medical treatment, emergency response, and rehabilitation management functions, enabling seniors to enjoy a more secure and convenient life in their later years
Strength: A Professional Medical Team Providing Diverse Support for a Fulfilling Golden Age
The Xinshi Street Elderly Care Center (Yikang Center) has a total floor area of approximately 1,500 square meters. Located on the first floor of Building 6 in the hospital’s inpatient department (79 Xinshi Xin Street), it is street-facing and adjacent to the hospital’s rehabilitation hall, ensuring easy access for the elderly. The center deeply shares medical personnel and equipment resources with Guangdong Pharmaceutical University Guangzhou Fosun Chancheng Hospital (Guangzhou Xinshi Hospital). The senior activity hall is equipped with functional training and assessment areas, daytime rest zones, a chess and card room, a reading room, and a main activity area, catering to the daily activities, functional exercises, and healthcare needs of the elderly.
Additionally, the center includes a full-care center (providing round-the-clock care), featuring age-friendly facilities such as barrier-free bathrooms, safety handrails throughout, furniture with rounded edges, and non-slip flooring. It comprises 9 rooms with 18 age-friendly beds, each equipped with a bedside emergency call bell and a centralized oxygen supply system to ensure timely and professional care for the elderly.
The Xinshi Street Elderly Care Center has innovatively established a multidisciplinary "medical-social-nursing-care" service team, consisting of doctors, nurses, social workers, rehabilitation therapists, and caregivers. This team provides comprehensive and personalized care services, enabling seniors in the community to access essential daily care, medical and health services, cultural and recreational activities, and more right at their doorstep. This initiative reflects the collaborative efforts of the government and the hospital to create a supportive environment where the elderly can "enjoy care, medical services, happiness, and security in their later years."
According to statistical data, there are approximately 5,000 registered elderly residents in the Xinshi Street area, over 80% of whom have underlying conditions such as hypertension or diabetes. This includes more than 600 individuals who are part of special groups, such as the very elderly, those living alone, or those with limited mobility. "These seniors are reluctant to leave their familiar environments but face challenges in accessing medical and care services. The newly established Elderly Care Center effectively addresses this gap," noted a representative.
Feature: A New Medical-Rehabilitation-Care Model Allowing Seniors to Age in Their "Familiar Surroundings"
Wu Yaobo, the head of the Xinshi Street Elderly Care Center (Yikang Center), stated that the center is located within a tertiary general hospital, with home and community as the primary focus and the hospital as the supporting base. This innovative model establishes a "family–community–hospital" integrated medical, rehabilitation, and elderly care service system, enabling seniors to receive professional care while staying in familiar environments.
Ms. Wu (pseudonym), aged 86, accidentally fell during her morning exercise, resulting in multiple fractures. She underwent two orthopedic surgeries at Guangdong Pharmaceutical University Guangzhou Fosun Chancheng Hospital. Although the surgeries were successful, her postoperative rehabilitation and daily care became a challenge—her children were busy with work and lacked professional nursing knowledge, leaving Ms. Wu’s recovery at a standstill.

Upon learning that the Xinshi Street Elderly Care Center offers "postoperative rehabilitation + full-time care" as a one-stop service and is conveniently located near their home, Ms. Wu’s family considered bringing her to experience it. "From surgery to rehabilitation, and now even elderly care—everything can be addressed here. It’s incredibly convenient!" the family shared, adding that they have decided to move Ms. Wu into the full-time care section of the center to enjoy more comprehensive elderly care services.
It is understood that the daytime care services at the Xinshi Street Elderly Care Center are designed for seniors whose children are at work during the day, leaving them unattended, and who wish to spend their leisure time in a safe and engaging environment. Such seniors often seek social interaction and meaningful activities to enrich their lives. On the other hand, full-time care primarily targets elderly individuals who are partially or fully dependent, with no one available at home to provide long-term care. These seniors require professional, continuous nursing and medical services, and full-time care offers them a safe, comfortable, and professionally supported living environment.
Development: Leveraging Strengths to Create a Distinctive Elderly Care Pathway for Baiyun
Currently, the Xinshi Street Elderly Care Center (Yikang Center) has completed the construction and inspection of 13 Yikang service stations and nursing stations, achieving full coverage across the entire sub-district. This network provides meticulous and comprehensive elderly care services to seniors in need within the community.
President Tan Minghua stated that, moving forward, the Xinshi Street Comprehensive Elderly Care Service Center (Yikang Center) will follow Baiyun District’s implementation plan to establish a national demonstration zone for basic elderly care services. The center will continuously enhance the quality of its facilities and the capacity of its home- and community-based elderly care services.

The hospital will fully collaborate with the Yikang Center to build on the full coverage of community elderly care facilities. With a focus on integrated medical-rehabilitation-care services and support for seniors with limited mobility, the aim is to develop a comprehensive sub-district-level elderly care service center (Yikang Center). This center will integrate functions such as full-time care, daytime care, home-based services, family elderly care beds, domestic support for seniors, and coordinated allocation of medical resources. Ultimately, this will establish a comprehensive "1+1+13" service network—an innovative model comprising one tertiary general hospital, one Yikang Center, and 13 Yikang service stations. By tailoring home-based and community elderly care solutions to local conditions, this approach will forge a sustainable, Baiyun-characteristic pathway for integrated medical and elderly care, contributing to the enhancement and efficiency of elderly care services in Baiyun District.
